The best value hotels and best location on the Island are City Garden and Newton Inn in North Point. I’ve stayed in both before and I travel to Hong Kong every year. These hotels are usually under $100 a night, maybe under $70 a night depending on the season. High season in Hong Kong is the fall. Summer is the low season but you will sweat like a pig.
